I am outraged that the liberal State Department is opening the floodgates for America’s greatest threat – asymmetrical terrorism – the poor man’s bomb … the H-(human)-bomb. The State Department is waiting with bated breath to proclaim a truce with Hamas and Islamic Jihad. H-bombers are testing our resolve.

The State Department is screaming that Islamic Jihad, Hezbollah and al-Aksa Martyrs are trying to sabotage the peace process. They are. They did it in Lebanon in 1983 when they used the H-bomb to blow up the American Embassy in Beirut, killing 61, and leaving 120 wounded. They did it on Oct. 23, 1983, when they blew up the Marine barracks in Beirut, killing 39 and wounding 40. The day before, terrorists blew up a French Army barrack, killing 74 and wounding 15. The results: The U.S. pulled out of Lebanon.

The popular concept is that this will shut down the engine of terror. But it will do just the opposite – in time, it could open the floodgates for glassy-eyed, demon-possessed human bombs to roam the streets of America waiting for the most opportune moment to hit the detonator.

Simply put, the H-bomb is a time-tested weapon that works. It causes panic, reduces the will and power of resistance so as to advance political goals … no matter how unrealistic. The H-bomb forced the U.S. and Israel out of Lebanon.

For the liberal State Department, U.N., the European Union and Russia (the Quartet) to think that negotiating with terrorists – something that put Oliver North on a proverbial cross – will bring peace, is insane. It will only send the signal that crime pays to would-be terrorists, and that political goals can be advanced through murder and mayhem.

To reward a regime that harbors, supports and finances terrorism, whose people danced in the streets as American GIs were blown up, who built a memorial in Jenin to the first H-bomber who killed four GIs in Iraq, and who sent hundreds of martyrs into Iraq through Syria, is ludicrous. Feeding terror does not solve the problem; fighting it does.

The Palestinian territory is ground zero for the production, exportation and justification of the H-bomb. It is the home of the godfather of the world of H-bombers. Palestinian media and schools are used to teach children that the greatest honor in life is to be an H-bomb, a human sacrifice. “The Palestinian people are prepared to sacrifice the last boy, the last girl so that the Palestinian flag will be flown over the walls, churches and mosques of Jerusalem.” (Sept. 7, 1995, Yasser Arafat)

President Bush’s doctrine on terrorism works; the State Department’s does not. Instead of “showing your cards,” the liberals are reshuffling the deck. For the liberals to ask the Palestinians to negotiate with terrorists simply because they don’t want to fight them, will send a signal that the West is weak, and is ready to tolerate a new wave of terrorism in America – H-bombers. (Hamas only has 400 to 800 armed militants in Gaza, while the Palestine Authority has 15,000.)

This will convince the thousands of potential H-bombers who are waiting in line for an opportunity that crime pays. We will have lowered the price of admission to the terrorism cartel with yet another diplomatic makeover.

This absurd show could leave the Bush Doctrine on terrorism suspended in mid-air. The president refused to negotiate with the Taliban or the Baath Party.

Sometime between 1969 and 1973, the CIA created a secret liaison with the PLO in the hope of stopping them from murdering American diplomats and military personnel overseas. That dangerous liaison continued both officially and unofficially until 1988 when open negations with the PLO began and once Arafat had said the magic words, “I denounce terrorism.”

The sinister alliance started back in 1969 when Robert C. Ames and Vernon Walters, American CIA agents first made contact with Ali Hassan Salameh, founder of Arafat’s Force 17 security guards, to negotiate the deal.

The terms of the deal were that the PLO would stop killing U.S. diplomats. In exchange, the U.S. State Department would recognize “Palestinian rights for a homeland” – land for peace.

On a September evening in 1980 in Tel Aviv, I sat with former Mossad chief Isser Harel for a conversation about Arab terrorism. I asked him: “Do you think terrorism will come to America, and if so, where and why?”

Harel looked at me and replied with great regret, “I fear it will come to you in America. In the West, you kill a fly and rejoice; in the East, we kill a fly and 100 come to the funeral. Yes, in time it will only send a signal to terrorists that America is ready to tolerate terrorism.”

“Where will it come?” I asked. As to the where, Harel continued, “New York City is the symbol of freedom and capitalism. It’s likely they will strike … your tallest building, the symbol of your power.”

On the morning of Feb. 26, 1993, Yigal Carmon, then counter-terrorism adviser to prime minister Yitzhak Rabin, warned the Pentagon that radical Islam was an imminent threat to America. At the end of his briefing, smirking critics told him that they did not consider a religion to be a threat to national security.

Later that morning, Carmon flew on to New York, where, while having lunch, a huge explosion took place nearby: Islamic terrorists had attempted to blow up the World Trade Center, killing six people and wounding 1,000. When the FBI arrested Sheik Omar Abdel-Rahman, who was involved, they wrote on the boxes confiscated from his apartment “irrelevant religious stuff.”

What was our response to the terrorist attack? The State Department threw the mother of all parties for the godfather of world terrorism, Yasser Arafat, in September 1993.

Sept. 11, 2001, Islamic terrorists finished the job. No one wants to admit why Americans were attacked, just by whom. But Osama bin Laden is only the vanguard of a religious hatred that originates in the Kingdom of Saudi Arabia and seeks to impose the will of radical Wahhabi Islam throughout the world. The terrorist threat that bin Laden demonstrated on Sept. 11 was just the opening salvo in the first world religious war of the 21st century.

An earlier campaign in the same war began in Israel in 1987, called the intifada. From mostly stone-throwing, this violence has escalated into the horrific suicide bombing that has come to characterize the so-called “al-Aksa intifada.”

From scenes of Palestinians dancing on West Bank rooftops during Iraqi Scud attacks of the Gulf War, we are now witness to Palestinian mothers celebrating and handing out sweets upon hearing that their sons have blown themselves up killing innocent Israeli bus passengers. In this grotesque dance of death, Islamic zealots who are murderers are revered as religious martyrs.

On Dec. 9, 1987, the Muslim Brotherhood met and issued a communique calling for the intensification of the Palestinian uprising. It was signed by representatives of the Islamic Resistance movement. Abdullah Azzam, Osama bin Laden’s mentor, developed the theme: “There is no solution to the Palestinian problem except jihad.” The goal was simply to export Ayatollah Khomeini’s “Islamic revolution” via the Hamas movement, and thereby Islamicize the Palestinian national struggle. Just as Islam had defeated the strongly pro-Western shah of Iran and shamed America, and just as Islam had defeated the communists in Afghanistan, so would the “Zionist entity” be slowly bled to death – and so would the Great Satan, America.

There were no expressions of outrage from leading Muslim clerics on Sept. 12 – a silence as deafening as that regarding Jews who are slaughtered weekly in Israel by the same type of Islamic terrorists. This same silence has greeted the deaths of Palestinians themselves, who were branded as collaborators and summarily executed for allegedly working for Israel. Just a couple of weeks ago, Ikhlas Yasin, 39, the mother of seven children, was shot and killed by executioners of Fatah’s Aksa Martyrs Brigades in the main square of Tulkarm. An intolerant, radical Islam is striving to become the vocabulary of everyday life, reshaping the language of politics, culture and traditions and taking no prisoners.

Why has America not succeeded in numerous attempts to implement a peace process between Israelis and Palestinians – not in Madrid, not at Camp David, not in dozens of public and secret peace initiatives? The simple reason is that radical Islam does not negotiate with infidels; and if not with the Great Satan, then surely not with the Little Satan.

U.S. President George W. Bush has stated that he found it “strangely coincidental” that every time the United States attempted to move toward peace there was a massive terrorist attack in Israel. But there is nothing coincidental in such attacks, for they are aimed both at murdering Israelis and at the same time humiliating the Great Satan. The only thing American brokering has done is weaken its greatest ally in the Middle East and open the floodgates to an ever more aggressive Islamic terrorism. When you reward Islamic terrorists with political or economic concessions, they can only assume that you fear them and that crime pays.

The last thing that corrupt and shaky Arab dictators want is peace between Israel and the Palestinians. Their regimes are sustained by military power and they know they cannot justify having an army without an enemy. Without the Jews to blame for their poverty, illiteracy and lack of democratic freedoms, their populations would turn on them, as did those of Eastern Europe and the former Soviet Union.

Arafat has bred an insane death cult with Islam as its Trojan Horse. Should we continue with this liberal course of passivity, there is no question we will face increased H-bomb threats in the West (in the same way terrorists began hijacking planes, first in the East, and when the we tolerated those actions, began hijacking them in the West.) It lasted for more than a decade. H-bombers will be given the nod to begin their attack on the “Great Satan” – America.

President Bush succeeded in Afghanistan and Iraq because he took the war to the terrorists. The only thing they respect is power. The Quartet is opening the floodgates to the most dangerous weapon America has ever faced – H-bombers who roam the streets, malls and restaurants of our nation.

Osama thought he collapsed the USSR by winning the war in Afghanistan. Guess he thought there was only one “evil empire” left to destroy. God forbid if H-bombers buy into that myth.
