Iranian President Mahmoud Ahmadinejad now says his government is willing to discuss his nation's nuclear program with the West.
Retired U.S. Air Force Gen. Tom McInerney says this is just a "stalling tactic." He explains what Iran is trying to avoid most.
"This is all Kabuki ... he has no intent on negotiating with us."
At the same time, McInerney says rogue states like Iran are now emboldened by the U.S. announcing a trillion dollars worth of military spending cuts over the next decade.
"He is just hoping the U.S. forces will continue to draw down like we're doing."
