Who’s at fault for shutting down the government?

Let’s look at the events according to the media:

1.The House passed a bill to fund the government except Obamacare – obviously the House’s fault.

2.The Senate rejected the House’s funding bill – obviously the House’s fault.

3.The House passed a bill funding the government INCLUDING Obamacare, but delayed it one year – obviously the House’s fault.

4.The Senate rejected the House bill funding the government – obviously the House’s fault.

5.The House promises to fund the entire government INCLUDING Obamacare, but including the Congress and it’s staff under the plan– obviously the House’s fault.

6.The Senate has vowed to reject this funding bill as well – obviously the House’s fault.

7. The president promises to veto any funding bill that restricts Obamacare in any way even if the Senate by some miracle passes it – obviously the House’s fault.

Question: Is there any way on earth that the Senate or the president could have any responsibility at all for shutting down the government?

Obviously it’s the House’s fault.
