(CNBC) Not only are the retailer’s sales taking a hit in the aftermath of a data breach that compromised the information of as many as 110 million shoppers, fewer people are visiting the stores in the first place.

According to a new report from Kantar Retail, only 33 percent of U.S. households said they shopped at either a Target or SuperTarget in January, which was the retailer’s lowest level of shopper penetration in the past three years. It’s also a 22 percent decline compared with the same month in 2013.
