Sen. Cory Booker said during a recent Homeland Security meeting on Capitol Hill that ISIS terrorists were winning the hearts and minds of youth one Internet meme at a time, and the United States needs to step up its campaign in this regard.
"There are easy tactics," he said, Gawker reported. "I know them ... how to get more voice and virality to messaging ... I know something about memes. Look at their fancy memes compared to what we're not doing."
Booker showed his colleagues some examples painting ISIS is a strong, uncompromising light, and as an expert propaganda group when it comes to reaching the youth. One meme, for example, showed two cartoon-like characters, a male and female, holding bombs beneath the text: "When he let's you go suicide bombing with him."

Booker then criticized America's meme attempts as subpar, and said: "Let's face it. We invented the Internet. We invented the social network sites. We've got Hollywood. We've got the capabilities ... to blow these guys out of the water from the standpoint of communications."
