Months after the Obama administration spent $19 million to register new immigrant voters that will likely support Democrats in November, it’s dedicating an additional $10 million in a final push as the presidential election nears, a government-watchdog group reports.
The money, fully approved by the Republican-led Congress, is distributed by U.S. Citizenship and Immigration Services or USCIS, which is the Homeland Security agency that oversees lawful immigration. It's distributed to organizations that help "enhance pathways to naturalization" by helping prepare immigrants and refugees for U.S. citizenship by teaching them English, U.S. history and civics, at no cost to the immigrant.
"Officially, they’re known as citizenship integration grants," according to a report by Judicial Watch.
Since 2009, USCIS has doled out $63 million in these grants to prepare more than 156,000 immigrants in dozens of states for U.S. citizenship, according to the agency’s figures. Besides the free classes, the feds also offer immigrants free “naturalization legal services,” the latest USCIS grant announcement states.

Robert Spencer, author of the JihadWatch.org blog and several books about Muslim immigration and Shariah, said the Democratic Party has been on the same trajectory with the same game plan for decades but now has enlisted the Chamber of Commerce and much of the GOP to help in its own demise.
"Ever since 1932, the Democratic Party has been buying constituencies and securing their status as the majority party by offering benefits – welfare, etc. – to the constituent groups," Spencer said. "Their push for unrestricted immigration and amnesty for illegals is no different. It’s just another scam to get more Democrat voters into the polling booths."
And the ultimate insult is to have American citizens pay for their own political dilution, transforming their cities, including many in traditionally Republican suburbs and rural areas, into Democrat strongholds.
Grant recipients "serve both traditional immigrant destinations and new immigrant gateway cities in 21 states," the USCIS document reads. The latest $10 million investment will prepare approximately 25,000 residents from more than 50 countries, according to the agency. Smaller to medium-sized cities in more than a dozen states – including California, New York, Florida, Washington and Ohio – with large immigrant populations are being targeted as well as major immigrant strongholds of Miami, Los Angeles, Chicago, San Francisco and Washington D.C.
Florida and Ohio are key battleground states in which newly registered immigrants could easily tip the balance in a close election, Spencer said.
DHS has been aggressively promoting its "citizen integration" grant program this year, according to the Judicial Watch report, offering large sums to recruit new groups that can offer immigrants the services they need to become citizens with full voting rights.
"Clearly, the ultimate goal is qualifying as many immigrants as possible to vote since they tend to cast ballots for Democrats," the Judicial Watch report notes.
“We intend to award about $1 million to first-time recipients in the Citizenship and Integration Grant Program for fiscal year 2016,” the agency’s grant announcement states.
Another $9 million will fund programs that provide both citizenship instruction and help with citizenship applications, test preparation, etc.
Some might consider this a cash giveaway.
But the grant program is part of a broader, government-wide initiative launched by Obama to “strengthen federal immigrant and refugee integration infrastructure,” which WND previously reported on in April 2015.
'Integration' not assimilation
After Obama issued his executive actions to legalize more than 5 million illegal immigrants in November 2014, he created his White House Task Force on New Americans.
The mission of this task force is to plant politically active immigrant and refugee populations into hundreds of cities and towns across the U.S., nurture them and help them grow into self-sustaining communities.
The word "integration" is used instead of "assimilation." The difference is stark. Integration means the immigrants are taught how to live, work and function in their new country even while living separate from the native-born culture around them. The administration is working with "Welcoming America," and other groups funded by billionaire George Soros to "prepare the soil" in the "receiving communities" that are to be transformed by the new immigrant populations. This preparation is done through propaganda initiatives across radio and TV, the Internet and billboards portraying immigrants as a vital component of economic growth and cultural diversity. The Chamber of Commerce is also involved.
By building "welcoming communities" and providing “mobile immigration services in underserved communities," the administration hopes to institutionalize its open-borders policies and embed them into the "DNA" of every major federal agency so they will live on long after Obama has left the White House, according to Obama's domestic policy director Cecilia Muñoz, who commented on the plan during a "New Americans" task-force symposium reported on by WND last year.
Obama created the special task force in November 2014. Maryland talk-show host Susan Payne infiltrated a conference call last year that was chaired by Muñoz and included representatives of the major federal agencies and immigrant advocates. She heard on that call a plan elucidated by Muñoz and others that focused on growing parallel communities within communities, almost like nations within nations, which will eventually grow up and overtake their host community.
The Task Force on New Americans is co-chaired by Muñoz, the former vice president of the powerful open-borders group National Council of La Raza. Millions of taxpayer dollars have funded the task force’s various enterprises, including multilingual media campaigns promoting immigrant rights. Much of the training is conducted not only out of mobile units but at public libraries.
The goal is to strengthen integration on three levels – civic, economic and linguistic – thereby building "strong and welcoming communities,” according to a report issued by the task force. The civic integration involves preparing the New Americans not only to become citizens but politically active and registered to vote.
In the end, communities will be strengthened and made more "resilient" by welcoming people from all over the world, Munoz assured everyone at the task force symposium in April 2015.
As WND reported last April, all 18 federal agencies are participating in the effort by contributing resources and creating programs to help immigrants. For example the Department of Labor is implementing “new workforce programs” for the “new Americans” and the Department of Education is promoting “funding opportunities” to assure that the immigrants "are provided the tools they need to succeed."
The Department of Health and Human Services is collaborating with other agencies to release a career and credentialing toolkit on “immigrant-focused career-pathways programs,” JW reported. The Department of Justice and USCIS are making sure the new Americans have worker rights and protections and the Department of Housing and Urban Development is launching a two-year pilot to assure that non-English speakers have “meaningful access to housing programs” subsidized by American taxpayers.
Former Rep. Michele Bachmann, R-Minn., says this is how Obama is funding his unilateral amnesty orders that have been deemed illegal in the federal courts.
"The federal departments of DOJ, HUD, DOE, HLS, HSS, etc. – maybe the Bureau of Engraving? – have all become money laundering conduits to subsidize Obama's Democratic Party voter registration drive," said Bachmann in an email to WND.
"Hey, GOP: Impeachment anyone? You have the power to impeach any of these federal cabinet members who carry out Obama's shamelessly lawless orders to misappropriate federal funds for campaign purposes," Bachmann added. "Do it."
