Support in the U.S. House for a proposal that would require presidential candidates to provide documentation of how they meet the U.S. Constitution's requirement that the person who occupies the Oval Office be a "natural born citizen" suddenly has quadrupled. There now are four cosponsors to H.R. 1503 from freshman Rep. Bill Posey, R-Fla., an amendment to the Federal Election Campaign Act of 1971. According to the Library of Congress bill-tracking website, H.R. 1503 would "require the principal campaign committee of a candidate for election to the office of president to include with the committee's statement of organization a copy of the candidate's birth certificate, together with such other documentation as may be necessary to establish that the candidate meets the qualifications for eligibility to the Office of President under the Constitution." (Story continues below) WND reported a few days ago when Virginia Republican Bob Goodlatte joined as a co-sponsor, putting a notice on his website that it's one of the efforts he's supporting. The Virginia congressman very quietly signed onto the plan that has been referred to the House committee on House administration, where it remains. Support for the bill is developing at the same time there is a national campaign to raise funds to erect billboards asking the four-word question: "Where's the birth certificate?" The campaign has also raised more than $75,000 in contributions from the public so far, and several billboards have been put up.
George Cecala, a spokesman for Posey's office, has told WND that constituents had been calling, questioning whether Barack Obama – who has publicized a Certification of Live Birth but not his official birth certificate – has demonstrated that he meets the Constitution's requirement to be a natural-born citizen. "Those are legitimate constitutional concerns," Cecala said. "Folks have brought the issue up, and the court really hasn't clarified. And I think American citizens have a right to have answers from their government." Now three additional names on are the legislation: Rep. John R. Carter, R-Texas, Rep. John Culberson, R-Texas and Rep. Randy Neugebauer, R-Texas. John Stone, a spokesman for Carter's office, said the goal is to prevent questions about the eligibility of future candidates and presidents. "This would much in the same way you have to qualify to run for Congress, show you're a legal resident of your state and district," he told WND. "When 7-year-olds play soccer in Brevard County, to be in Little League they have to prove their residency," Cecala said. "To be president there are three requirements: one is citizenship, two is the age of 35, and three, you have to have been a resident for 14 years. We're simply saying when you file your statement of candidacy with the FEC, you should also file documentation that you fulfill the three requirements to be president." "Opponents of President Bush used the 2000 election results and the court decisions to question the legitimacy of President Bush to serve as president," explained Rep. Posey in an official statement. "Opponents of President Obama are raising the birth certificate issue as a means of questioning his eligibility to serve as president. Neither of these situations is healthy for our republic. This bill, by simply requiring such documentation for future candidates for president, will remove this issue as a reason for questioning the legitimacy of a candidate elected as president." The billboard campaign followed an ongoing petition campaign that was launched several months ago by WND Editor and Chief Executive Officer Joseph Farah. The billboard campaign is to raise public awareness of the fact that Obama has never released the standard, "long-form" birth certificate that would show which hospital he was born in, the attending physician and establish that he truly was born in Hawaii, as his autobiography maintains. The "Certification of Live Birth" posted online and widely touted as "Obama's birth certificate" does not in any way prove he was born in Hawaii, since the same "short-form" document is easily obtainable for children not born in Hawaii. The true "long-form" birth certificate – which includes information like the name of the birth hospital and attending physician – is the only document that can prove Obama was born in Hawaii, but to date he has not permitted its release for public or press scrutiny. Oddly, though congressional hearings were held to determine whether Sen. John McCain was constitutionally eligible to be president as a "natural born citizen," no controlling legal authority ever sought to verify Obama's claim to a Hawaiian birth. WND has reported on dozens of legal challenges to Obama's status as a "natural born citizen." The Constitution, Article 2, Section 1, states, "No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President." Some of the lawsuits question whether he was actually born in Hawaii, as he insists. If he was born out of the country, Obama's American mother, the suits contend, was too young at the time of his birth to confer American citizenship to her son under the law at the time. Other challenges have focused on Obama's citizenship through his father, a Kenyan subject to the jurisdiction of the United Kingdom at the time of his birth, thus making him a dual citizen. The cases contend the framers of the Constitution excluded dual citizens from qualifying as natural born. Complicating the situation is Obama's decision to spend sums estimated in the hundreds of thousands of dollars to avoid releasing a state birth certificate that would put to rest all of the questions. Although Obama officials have told WND all such allegations are "garbage," here is a partial listing and status update for some of the cases over Obama's eligibility:
