Why an anti-missile shield is essential

Sometimes it's not hard to figure out what is the right thing to do.
When, for example, the weatherman says that it will rain, the right
thing to do is to take an umbrella with you. The debate about whether
America should develop and install an anti-missile shield is just as
simple.

Last year, the North Koreans launched a multistage intercontinental
ballistic missile that had sufficient range to reach the American
mainland. During the 1996 Taiwanese election, Chinese Communist
People's Liberation Army officials threatened to nuke Los Angeles if the
U.S. didn't butt out of Taiwanese affairs.

During the past few days, the leaders of the Chinese and Russian
Communist parties have united in their opposition to America developing
and deploying a shield. I don't know about you, but when the Russian
and Chinese Communists don't want us to do something, we better get
after it real fast.

If that is not bad enough, who can forget about Fidel "dictator"
Castro, just 90 miles away from Florida? Vladimir Putin, the former
KGB head who is Russia's new Prime Minister, pledged, last week, to step
up Russian technical and economic assistance to Cuba's corrupt
dictator. Anyone who can count to four knows how easy it would be to
hit America with a nuclear tipped missile from Cuba. Anyone who loves
humans
more than whales knows that without a missile shield, millions of
Americans could die unnecessarily.

But the sad reality is that there are people in this country who
believe that there are no bad people in the world. They believe that we
can trust North Korea, Iraq, Iran, Libya and the communists of Russia
and China. They want us to have absolutely no protection when, not if,
when some nut decides to attack the U.S. And they are using the recent
anti-missile shield test failure as proof that the system can't work and
isn't needed.

They might not know it, but these people are the direct descendants
of the "better Red than dead" cowards of the Cold War. They choose not
to see the horrors of communism and tyranny. They refuse to see that we
live in a very dangerous world populated by people who envy our wealth,
our freedom and our success. And they want you and me and our children
and friends to die before they will see the truth.

Well I don't know about you, but I don't believe in going out in a
storm without an umbrella. And I want an anti-missile shield for
America, Japan, Taiwan and our other allies ASAP. If the Europeans want
to "trust" the commies, let them. But I don't, and I won't.

Let's talk about the "failed" test. Good scientists know that a
properly designed experiment never fails. Why? Because the goal of an
experiment is to learn. And you can learn a lot whether it works the
way you expected or does not.

What we learned with the most recent test is that Bill Clinton's
"limited missile shield defense" idea is flawed. What we learned is
that the science of intercepting nuclear warheads is still being
developed. What we learned is that we have to have a system that is
simple, failsafe and redundant to the max.

There is no question in my mind about whether America's scientists
will solve this problem. It is only a question of time and resources.
And I can think of no other defense expenditure that is more important.

My bottom line is the same as any sane person in this world. Until
we have a robust and fully functioning missile defense shield, we are as
naked to terrorists and countries ruled by maniacs as a newborn baby is
naked to the world.

And that is not a comforting thought.

So let's build it and dare them to come.
