By the early 1800s, Washington's Birthday was a national holiday in America, celebrated with "Birthnight Balls," as well as speeches and receptions given by prominent public figures, not to mention a lot of revelry in the nation's taverns. Then Lincoln came along mid-century, another revered president with a February birthday. The first formal observance of Lincoln's Birthday was in 1865, the year after his assassination. Though , Lincoln's Birthday didn't become a federal holiday like Washington's, it did become a legal holiday in several states.
In 1971, a congressional act shifted the observance of Washington's Birthday to the third Monday in February. In recent years, the third Monday in February has become popularly known as "Presidents' Day," apparently in an effort not only to consolidate the observances of Washington's and Lincoln's birthdays, but to honor at the same time all U.S. presidents.
