Following Sept. 11, America spent billions and billions creating the Department of Homeland Security to prepare for the next disaster – be it a man-made terrorist attack or a natural calamity like Hurricane Katrina.

For four years, we have hoped and prayed this investment was worthwhile – that it wasn't being squandered, that Americans would be better prepared, that the country was really safer.

In the aftermath of the disaster on the Gulf Coast, the jury is in. Americans have been conned, once again.

Now, this was a bad storm – no question about it.
But weather forecasters armed with sophisticated satellite technology gave us 48 hours notice.

We won't get that kind of warning when al-Qaida strikes again – potentially with weapons of mass destruction.
In the current issue of my premium, online, intelligence newsletter, G2 Bulletin, our preparedness and national security sources analyze the vulnerabilities they see in the response to Katrina.

It's not a pretty picture. In fact, you hardly need to be a preparedness expert or a national security analyst to see with your own eyes just how badly U.S. and state authorities miscalculated.
Keep in mind, New Orleans is just one, medium-sized urban area. As we report in G2 Bulletin, the Federal Emergency Management Agency has boasted during the last four years about how much attention it has focused on the potential disaster scenarios in that Gulf Coast city. Director Joe Allbaugh has characterized it as the No. 1 catastrophe planning scenario.

Would you have guessed that based on what you've seen in the last week? Who now believes America is any better prepared than we were four years ago?
In addition to playing Monday-morning quarterback, G2 Bulletin reveals how much attention America's most ruthless enemies are giving to events in New Orleans.
From the al-Qaida planning bunkers in Pakistan to the power corridors in Beijing, this disaster is giving America's foes ideas and encouragement. Among the shocking things they have learned are:
- The United States is incapable of evacuating more than 50 percent of even a medium-size city with 48-hours notice. Evacuation plans do not take into consideration those who cannot leave because of lack of transportation, lack of money or other issues. U.S. and state officials had no contingency plans to use school buses and other public transportation to evacuate the city.
- The "shelters" were nothing more than disasters waiting to happen. Just 12 hours after the power went out at the SuperDome, the people inside were on the verge of rioting. Toilets went unflushed for days. The roof had gaping holes in it. There was no air conditioning. People were permitted to go outside for fresh air. But, the experts ask, what would happen if fresh air was not an option? There was no satellite system for public information. There were problems even with the public address system. No chemical or portable toilets were brought in. Rapes, murders and lawlessness was the rule in the areas established by government officials as safe harbors.
- Even though FEMA had devoted countless man-hours to studying this exact disaster scenario – and planned for it for years – the Army Corps of Engineers is trying to figure out how and why the costly levy system was breached and how to fix it.
- Serious vulnerabilities in the transportation system were exposed. Major arteries in and out of New Orleans are down because of problems with bridges and tunnels. The city is largely cut off from the rest of the country. New Orleans is hardly alone as a major city reliant on bridges and tunnels. Think of New York, Boston and San Francisco.
- Few supplies were pre-positioned. Tens of thousands of survivors went hungry and thirsty for days.
As we have been reporting in G2 Bulletin and WND for months, al-Qaida terrorists are planning a major attack on America with nuclear weapons.
They are not looking at targeting medium-sized cities. They are aiming to render America impotent with one devastating blow.
Time for planning is short.
Government incompetence and malfeasance has just provided them with encouragement and incentive to carry out their deadly plan.
