Secretary of State Condoleezza Rice also announced a donation of $10 million in emergency medical assistance for residents of the Gaza Strip, where hospitals are reporting shortages of medical supplies because of the cutoff of aid to the Hamas-led Palestinian government.

"The thrust of this," said Secretary Rice, "is the international community is still trying to respond to the needs of the Palestinian people."

But only hours before making that statement, Rice had urged the world to maintain a hard line against Hamas!
The "needs of the Palestinian people" involve the needs of a people who voted overwhelmingly in favor of one of the world's bloodiest terrorist organization to run their government.
News dispatches also reported that the Middle East Quartet (The U.S., the U.N., European Union and Russia) heard several Arab leaders warn that the financial squeeze on the Palestinian Authority would lead to civil war.

That surely suggests the much lesser of two evils, where Palestinian terrorists would be shooting and bombing each other rather than Israelis and Americans.
The foreign ministers of Egypt, Saudi Arabia and Jordan issued dire warnings, it is reported.

Palestinian President Mahmoud Abbas – the leader of another Palestinian terrorist organization called Fatah, but who is committed to (but has been unable to fulfill) negotiating with Israel – was joined by Prime Minister Ismail Haniyeh of Hamas in pleading for international assistance.

"Western and Arab donors should realize that the Palestinian people are suffering hardships, and the international community which believes in liberty, justice and human rights should not be prepared to accept such a situation," Abbas said at a Gaza City press conference.
Hamas and Fatah do not believe in liberty, justice or human rights.
And it is absolutely appalling that Secretary Rice, of the way-way-down-in-the-polls Bush administration, would advocate any funds for anything inside the very-much-like- Hitler Palestinian government.
