Modern-day voice offering 'heaven's bailout'

A lone woman evangelist has been positioning herself in front of the White House gates almost daily for more than two years to deliver the message to the United States that heaven is offering a "bailout" far greater than dollars.

The voice belongs to Theresa Salcedo Cao, whose work has kept her in Washington – "I have a standard location literally right in front of the White House" – encouraging people to follow the Bible to see God's miracles on earth and its companion warning of punishment for those who disobey.

The message applies not only to individuals but to nations, she believes.

"Most Americans really are asleep concerning what's taking place," she said. "People are willing to hand over their God-given rights and the Constitution to the prevailing wicked forces."

Her agenda is simple: It's about what she believes was the greatest nation on earth – the United States of America – and how it was set up based on a recognition of God. And how that recognition now is being withdrawn.

It doesn't matter to her what political party or ethnic, financial, regional or other factors are involved: She just wants the nation to seek restoration of a relationship with the "Almighty God" of history.

She's at her post at least several days a week, carrying signs as needed to announce her presence. Security officers know her and occasionally give her a hard time. "Gay" activists on at least one occasion damaged her signs, she said.

"Right now is the most dangerous time in the history of America and the world," she said, citing the prevalence of what she describes as rampant financial manipulation, abortion, the rising culture of euthanasia, a lack of support for the Jews as God's "chosen people," a failure to embrace America's Christian heritage and legislation that defies the principles on which the U.S. was founded. Not to mention questions over whether the president even is eligible to occupy the Oval Office.

"I want … all … the nations to know, that it only takes 'one' person, who truly believes in the Holy Word-Promises of God, to literally 'change' the course of history for 'good/glory'!" she told WND.

She emphasizes a loyalty to the Jewish nation as God's chosen people

Cao told WND her focus goes beyond an evangelical message of salvation for sinners. It's about praise and worship, honoring Christ's sacrifice – and fighting what's been called the biggest battle on planet earth – over whom or what each person will worship.

Further, she is looking forward to Christ's prophesied return and is watching how the world's situations are leading to that, specifically regarding Israel, where "God will sit on His throne."

She believes evil is attempting to usurp or divert that, citing the current international argument over construction in Jerusalem that is pitting Israel against the U.S. right now. The U.S. has said Israel's plans to build housing for its people is a roadblock it what it wants for "peace" talks.

Further, she cites the miracles she's seen: being in the Gaza Strip before the 2005 disengagement as well as a movement led by California attorney Orly Taitz to "expose the lie and reveal truth" about the forces at work in the U.S. today.

Taitz has brought numerous challenges to President Obama's eligibility to be president, based on allegations he fails to meet the Constitution's requirement a president be a "natural born citizen." Cao believes it a miracle how she and Taitz met, and how she later introduced Taitz' story to members of the media, including a reporter for WND, which has reported extensively on the legal and other challenges that still are pending at the appellate court level.

Now, Cao is moving beyond the daily testimonies and prayer, and has scheduled a specific call to God throughout the nation's capital with the blowing of a shofar, the traditional ram's horn trumpet, during the 2010 Passover season. The events will start March 30.

"It is time for us as a global family to honor the blood of the Lamb, the sacrifice and shed blood of the sovereign God," she told WND regarding her plans.

"We're going to be trumpeting the shofar, the voice of God, taking the message to the global family that we are to unite during these holy feast days in 2010," she said.

She explained that traditionally the shofar blast was considered a signal for people to listen to the voice of God.

Her blog includes additional information about her plans.

"To the brave and courageous souls on planet earth: Join us at the north side of the White House. …"

"The only solution for the global crisis is 'Get Heaven's Bailout Party Now!' The only source we as humanity have to overcome the prevailing evil is to destroy 'evil' with 'good,'" she writes.

She cites developments such as the conversion of Mosab Hassan Yousef, author of "Son of Hamas," as evidence that a shift is developing.

Yousef, son and heir apparent of a founder of the Palestinian terrorist group Hamas, broke the heart of his pious, close-knit family and put their lives and his own in danger with his announcement two years ago that he had become a follower of Jesus Christ.

Today, the threats have only intensified since Yousef shifted his mission from saving lives by battling terrorism to saving Muslim souls by exposing Islam as "the biggest lie in human history."

Cao recalls coming to the White House at an invitation from another group during the Annapolis Middle East peace conference, and beginning her personal mission from there. She cited the biblical instructions that those who bless Israel will be blessed, as well as the opposite, and worries about her nation, which she said appears to be pressuring Israel to cede land and authority.

She has been able to continue her work because she doesn't have family responsibilities, and the doors opened with arrangements for her to live nearby.

"It is truly through God's awesome grace and divine plan that I'm here in D.C. and with the time and with the resources. … All of these things have enabled me to be at the White House," she said.

A focal point is the Bible's promise to bless those who bless Israel

She said she feels nothing less than the future of the U.S. is being decided in these days.

"This is the purpose of the trumpeting call. We're wanting the world to know the Messiah has a heart of love. This is represented in the Passover sacrifice of the Lamb," she said. She said she also uses for the Messiah the Hebrew identification of Yeshua Ha'Maschiach, or the Arabic Yesua Al Mesia.

Bishop Harry Jackson of Hope Christian Church in Washington likened Cao to "John the Baptist or an Old Testament prophet – encouraging the nation to return to God."

"A tireless evangelist, her humor, commitment, and zeal are both contagious and controversial. Her work is controversial because most American Christians will avoid 'rocking the boat' at all costs. Despite the reticence of the church to march, rally, or protest social ills, TC's emphasis has been speaking truth to power in front at the White House. What many do not realize about this diminutive dynamo is that in addition to soul winning, she is praying fervently for both the president and the nation," he said.

Jackson, founder of the High Impact Leadership Coalition, said he expects the campaign to have "a major impact" on the nation.

While the arrangements for the shofar blasts haven't been firmed, Cao said it will be an act to call together Christians in praise and worship.

The Bible is full of instances of a lone voice speaking the truth. The prophet Elijah when faced with Baal's 450 prophets is just one instance. Matthew Henry's commentary explains that at such times the Bible calls on people to determine whether they will serve God or not.

"It is dangerous to halt between the service of God and the service of sin, the dominion of Christ and the dominion of our lusts," the commentary states.

Cao quotes from the book "Taking America Back" by WND founder and editor Joseph Farah to explain her focus:

"'In the '60s, some fought a 'revolution for the hell of it.' In the twenty-first century, if we are to succeed, if we are to win a meaningful victory, if we are to be justified in our fight, we need to fight a 'revolution for the HEAVEN of it,'" she quoted.

It, after all, will only take "one 'suddenly' miracle moment," she quoted from the book.

"How desperate are we for Him?! I'm desperate for all humanity; are there any courageous, brave and desperate souls that will help me?" she asked.

Cao said it was years earlier when she trumpeted a shofar blast on Rosh Ha'Shanah next to the "Hollywood" sign in Southern California, and since then her goal has been to stir people to return to the God of the Bible.

Joining Cao will be shofar player Don Heist, who has worked with Paul Wilbur Ministries. He explained that biblically, the sounding of the shofar is an invitation for the voice of God to come forth.
