It includes Libyan forces who were loyal to Moammar Gadhafi.
Referred to as the LLF, or the Libyan Liberation Front, it is said to be equipped with the latest weapons and technology that includes the late-model satellite phones and laptops.

A source close to the LLF leadership has told G2Bulletin that pro-Gadhafi forces are pouring into Niger from the Sahel which, the source said, is "providing protection, weapons gathering and storage facilities, sites for training camps and hideouts as well as a generally formidable base for those working to organize the growing Libyan Liberation Front."

North of Niger is Algeria, which accepted fleeing members of the Gadhafi family. Members of the LLF apparently are forming there as well.
The source pointed out that the aim of the LLF will be to liberate Libya from "NATO-installed colonial puppets."
The source pointed out that the Sahel region is only one of many locations which are becoming active in the Libyan "counter-revolution" led by Gadhafi followers and members of his tribe, the Wafalla, which is the largest in Libya.
The LLF is now pursuing the "next phase of resistance." The source said members of the new LLF are preparing to launch "a people's struggle employing the Maoist tactic of 1,000 cuts" against those who are "claiming to represent Libya."
