(GrasstopsUSA) -- It’s said that in the halcyon days before World War I, the aged Emperor Franz Josef attended an opening session of the parliament of Austria-Hungary, where – as reigning monarch – he was expected to make formal remarks.
After listening to one long-winded speech after another, at last, it was the octogenarian Emperor’s turn. By now thoroughly disgusted, Franz Josef wobbled to the podium, uttered a single phrase in Latin – roughly translated as "All the world grows stupid" – and sat down to stunned silence.
