Whether it is comprehensive immigration, Iranian comprehensive nuclear agreement, or comprehensive peace agreements, big-government solutions always include "comprehensive" in the language.
Rather than use a step-by-step approach to solutions, a comprehensive solution usually includes a grand bargain. Unfortunately, if any step falters along the way, the overall grand bargain falls apart. This has been the case with Israeli Mideast peace solutions and looks like the case with comprehensive health-care reform.
With the failure of past comprehensive grand bargains, future reform should be forged using step-by-step approaches, achieving smaller milestones before progressing to other reforms or agreements.
