California allows two-thirds of rain and snow melt to roll into the ocean rather than being captured for use. The water is not stored in dams, nor directed to settling basins. Auburn Dam has been on hold for years. The remaining water is sold to agriculture at a price way under that for urban use. Golf courses are considered agriculture for pricing purposes.
It's grossly hypocritical to patrol and fine property owners for water use when the state government is not being any help. Gov. Jerry Brown needs to tell the public why he and the Legislature are allowing two-thirds of precipitation to be wasted into the ocean.
