What started at 3,000 has now escalated to 5,000 by some accounts ["Generals blast Obama's order of troops to fight Ebola"].
When you want the soldiers out of the country, you go with absolutely ANY reason so they will not provide any resistance during martial law. It's not so much what they'll do when they get there, it's just getting them outta here and leaving them stranded over there if, as and when something happens back home. It'd be a great opportunity to "hand pick" some people to go.
