(ARIZONA REPUBLIC) A Phoenix woman has filed a $625,000 notice of claim against the Phoenix Police Department and various city officials following an arrest that she said left her with four different fractures to her skull.
Martha "Marti" Winkler, 56, says the violent encounter amounted to excessive use of force and false arrest and imprisonment by Officer Jason Gillespie.
A Phoenix police report offers a different narrative, though, describing Winkler as a combative woman whose injuries were a result of her own defiance.
