President Obama's edict requiring all public schools to open girls' bathrooms, showers and other facilities to males who self-identify as female will lead to sexual chaos and confusion among children, critics predict.
Few media outlets are reporting the extent of the policy as described in the president's new "guidelines" but once people find out there is likely to be backlash, says the author of a book critical of the theories of the late sexologist Alfred Kinsey and the Kinsey Institute, which have largely been adopted by public school sex-ed classes taught since the 1970s.
Dr. Judith Reisman, author of "Sexual Sabotage," says the transgender agenda being pushed by the Obama administration is all coming down from the Kinsey Institute and the United Nations Educational, Scientific and Cultural Organization, or UNESCO.
As early as 2009, UNESCO was promoting Kinsey-supported teachings on child sexual development, offering a curriculum that encouraged parents to be supportive and open-minded to gender identity and sexual orientation. The curriculum discouraged parents from enforcing traditional gender identities, stating: “Confusion about these issues and fear of homosexuality (homophobia) has caused many parents and other adults to limit how girls and boys express themselves."
Who is 'transgender?'
Under Obama's new rules, a male student does not have to be undergoing hormone treatment or surgeries to be considered "transgender." Any boy can qualify by merely walking into the principal's office at his school and declaring himself a girl.
What's more, a student's gender "identity" is considered "fluid," so he could consider himself a boy one day and a girl the next. The burden is on the school to adapt and accommodate.
The fact that the U.S. Department of Justice's Civil Rights Division signed the new guidelines along with the U.S. Department of Education sends a message to schools. Comply or be sued. The guidelines are riddled with words like "must" and "obligations" with regard to fulfilling federal Title IX requirements.
Title IX was passed by Congress and signed into law in 1972 by President Richard Nixon. It was meant to prevent discrimination against girls in any educational programs offered by schools that receive federal funding. But the law is now being rewritten by Obama to include a new class of protected individuals whose gender is "fluid" and changeable by the day or even the hour.
So far, eight states have vowed to ignore Obama's guidelines. The governors of Texas, North Carolina, Mississippi, Kentucky, Arkansas, Alabama and Louisiana have urged schools to reject the order on the basis that it endangers pupils.
But the language is clear that the term "transgender" is defined as fluid and subject to change at any given moment.
The guidelines state:
"The Departments interpret Title IX to require that when a student or the student’s parent or guardian, as appropriate, notifies the school administration that the student will assert a gender identity that differs from previous representations or records, the school will begin treating the student consistent with the student’s gender identity. Under Title IX, there is no medical diagnosis or treatment requirement that students must meet as a prerequisite to being treated consistent with their gender identity."
This means that if a boy "identifies" as a girl, he must be treated as though he were a girl in all instances, even if he has no legal documents to prove he is a girl.
WND sent phone and email messages to the U.S. Department of Education Monday seeking clarification on whether a boy could walk into school in the morning and tell his principal he is a girl, then change back to a boy at lunch hour and become a girl during afternoon gym class. Media specialist David Thomas did not immediately respond to the question.
But the letter from the two federal agencies goes to great lengths to answer that question with the following statement:
"Because transgender students often are unable to obtain identification documents that reflect their gender identity (e.g., due to restrictions imposed by state or local law in their place of birth or residence), requiring students to produce such identification documents in order to treat them consistent with their gender identity may violate Title IX when doing so has the practical effect of limiting or denying students equal access to an educational program or activity. A school’s Title IX obligation to ensure nondiscrimination on the basis of sex requires schools to provide transgender students equal access to educational programs and activities even in circumstances in which other students, parents, or community members raise objections or concerns.
"As is consistently recognized in civil rights cases, the desire to accommodate others’ discomfort cannot justify a policy that singles out and disadvantages a particular class of students."
'They aim to wipe out all morality'
Reisman, a professor of law at Liberty University and author of the book "Sexual Sabotage," said there is no end to the chaos the left has in store for American youth. She predicted more than 17 years ago that boys and girls would be taught to question their gender identity in U.S. public schools.
In her 1998 book, "Crimes and Consequences," she wrote that schools were teaching children that they may be homosexual and they are just as likely to be bisexual. She said teachers and students nationwide were beginning to organize "Gay, Lesbian, Bisexual and Transgendered youth groups in schools nationwide."
Many critics of her book said she was overreacting. Now she stands vindicated.
"They aim to wipe out all morality – whatever legal mechanisms that have protected the weak from the strong for thousands of years, to allow hypersexualizing all, expecting still normal folks to 'get over it,'" Reisman told WND in an email. "It will be all ages for sex and include no limitations. There are to be no boundaries or regulations with regard to sexual identity or behavior. Indoctrination of all, at least by kindergarten, that one's sexuality is a fluid, changing construct.
"Young minds will be exploited, fearful, confused, leading to the inability to think critically, becoming beholden to the elite class (state) for knowledge and provision," she added.
Right now the National Incident-Based Reporting System (NIBRS) for 2014 identify "SCHOOL—ELEMENTARY/SECONDARY" as the third-most sexually dangerous/injurious environment for children.
Mary McAlister, senior litigation counsel at Liberty Counsel, said Obama's new guidelines for complying with Title IX will extend to college roommates, meaning a freshmen student entering university could get assigned to a dorm room with a transgender student of the same biological sex and would not be notified in advance of the situation.
Overnight sleeping arrangements for field trips and out-of-town sporting events will also be impacted.
"The administration is directing that for all intents and purposes, individuals are to be treated as the sex with which they identify regardless of biology, regardless of science, regardless of birth sex," according to McAlister. "If a man says he identifies as a woman he is to be treated as a women for housing, showers, bathrooms, sports participation."
WND also asked the Department of Education spokesman if a boy would be able to participate on the girls shot-put team if he felt that he identified as a girl. No response was immediately given.
"If a boy identifies as a girl, he is to be permitted to room with girls on sports and extracurricular outings," Reisman added. "This is an absolute end to equal rights for women."
The Arcadia Unified School District case in California involved a middle-school girl who self-identified as a boy and was not allowed to room in a cabin with other boys during an overnight field trip. The school district required the girl/boy to spend the night in a separate cabin with her/his father. After a complaint was filed on the child's behalf by the National Center for Lesbian Rights, the civil rights divisions of the U.S. Departments of Justice and Education agreed in 2013 this policy was discriminatory and a violation Title IX requirements. The school district was forced to rewrite its policy.
Where will this all end?
"It is hard to see an ending other than complete anarchy in terms of trying to educate children and young adults," Reisman said.
And it's already happening.
The NIBRS statistics reported that sex offenders 10 and under numbered 1,992 nationwide in 2014, while in the 11-15 age bracket there were 8,534 offenders and their victims 10 and under numbered 18,446 and 21,768, respectively. Children raping children.
"What we're seeing is effective school sex education to train up child molesters," Reisman said.
What's next on left's sexual agenda?
Next on the agenda of the far left is legalizing pedophilia, she predicts.
"In other words, to legalize sex between adults and children. This is already going on in the media, particularly in Salon.com, that has posted a couple of articles about pedophiles not being 'monsters.' There has been a longstanding effort on the part of pedophiles to normalize their deviancy – even renaming themselves 'minor-attracted persons,'" Reisman said.
"They have been lobbying the American Psychological Association to change definitions," she said. This effort has been spearheaded by Dr. Fred Berlin of Johns Hopkins University Medical School.

It was also reported Monday that Obama is threatening hospitals with the loss of federal funding if they refuse to provide sex-change operations. The new rule to the Affordable Care Act showed up last week on the Department of Health and Human Services website.
The final rule states that, under Title IX, any hospital receiving funding from HHS must “treat individuals consistent with their gender identity.” The rule provides no religious exemption.
'Outrages against sanity'
"The outrages against sanity and sanctity will continue unchecked until rational, lucid, morally convicted people of power step forward and say, "Stop the insanity – now!" Until that moment comes, unabated evil will insist on overwhelming its victims," says Carl Gallups, a radio host, author and Baptist minister in Florida.
“In the meantime, how will Obama and his federal sycophants reconcile the fact that a bevy of legal, scientific and medical professionals call the ludicrous and radical transgender 'agenda' a mental illness and a moral outrage?” said Gallups, author of "Be Thou Prepared" and "Final Warning," both of which deal with matters of end-times biblical perspectives and the challenges faced by Christians.
Others such as Dr. Robert P. George, the McCormick professor of jurisprudence at Princeton University, have publicly questioned the science behind the transgender movement. George insists that the notion that a woman can be trapped inside a man’s body is ludicrous and superstitious, with no basis in medical fact.
The American College of Pediatricians also issued a recent statement that it "urges educators and legislators to reject all policies that condition children to accept as normal a life of chemical and surgical impersonation of the opposite sex. Facts – not ideology – determine reality. A person’s belief that he or she is something they are not is, at best, a sign of confused thinking. When an otherwise healthy biological boy believes he is a girl, or an otherwise healthy biological girl believes she is a boy, an objective psychological problem exists that lies in the mind not the body, and it should be treated as such.”
Gallups says suicide is also a major problem among transgenders.
"I am deeply concerned with the facts of a recent UCLA survey which indicated that a full 41 percent of trans or gender non-conforming people surveyed have attempted suicide," he said.
"These statistics line up with Dr. Paul McHugh, former psychiatrist in chief at Johns Hopkins Hospital, and his piece in the Wall Street Journal stating that, 'This intensely felt sense of being transgendered constitutes a mental disorder.' After studying the effects of transgender surgery for over 10 years, Dr. McHugh says the results showed that the transgender 'suicide mortality rose almost 20-fold above the comparable nontransgender population.'
"So, how can the federal government, and a morally bankrupt and runaway administration, legislate upon the entire population and its children what legal, scientific and medical professionals are calling a mental disorder?" Gallups says. "The answer is that they cannot legally do so – not without severe consequences."
