As panic-stricken Democrats huddle to discuss whether to replace Hillary Clinton as the party’s 2016 presidential nominee, there is already fierce debate as to who would take her place.

And the name most often circulated is the one politician whose gaffes, outrageous statements and headline grabbing behavior would compete with anyone.

ABC’s Cokie Roberts suggested Vice President Joe Biden is the favorite to be the new Democratic Party nominee if Clinton steps down.

“The candidate who everybody looks at is Joe Biden, who is older than Hillary Clinton,” she stated on NPR’s “Morning Edition.”

However, despite being older than both Clinton and Republican nominee Donald Trump, Biden would be a formidable candidate. Before he ruled out running for the Democratic Party nomination, polls consistently showed Biden decisively defeating Trump in a general election match-up.

The most recent polls also show Biden enjoys an approval rating above 50 percent. President Obama also has one of the highest approval ratings of his presidency, with a new Washington Post-ABC News poll showing 58 percent of voters approve of the president.

As the second most important person in the administration, Biden would be ideally placed to take on Trump.

Mike Towle, a veteran reporter who has written more than 15 books, has been following Biden’s career for years and collected the vice president’s most outrageous quotes in “Biden Time: Crazy Uncle Joe In His Own Words.”

He suggests that despite Biden’s success at repeatedly unleashing embarrassing moments, he would be tough to beat.

“There’s plenty of time for Biden to launch an effective race against Trump,” Towle told WND. “This is the sitting vice president of the country we’re talking about, someone who’s very familiar to the electorate. Plus, he’s a lot more likable than Clinton on top of everything else. There’s nearly two months left until Election Day, and in today’s digitally connected world, that’s an eternity.”

When Hillary unexpectedly struggled against Bernie Sanders during the Democratic Party primaries, rumors circulated Biden would be substituted for Clinton at the DNC convention.

Though that didn’t happen, Towle suggested Democrats may be wishing it did, as Biden would “absolutely” be more dangerous to Republican chances than Hillary.

Biden is well known for his dimwitted declarations, which Towle lovingly chronicled in “Biden Time.”

Some of Biden greatest hits include him saying:

  • “A man I’m proud to call my friend. A man who will be the next president of the United States – Barack America!” (Biden, at his first campaign rally with Barack Obama.)
  • “You cannot go to a 7-Eleven or a Dunkin’ Donuts unless you have a slight Indian accent. … I’m not joking.” (Biden, in a private remark to an Indian-American man.)
  • “Stand up, Chuck, let ’em see ya.” (Biden, in a public speech, to Missouri state senator Chuck Graham, who is confined to a wheelchair.)
  • “If we do everything right, if we do it with absolute certainty, there’s still a 30 percent chance we’re going to get it wrong.” (Biden, speaking to members of the House Democratic Caucus.)

Towle argued Biden should not be underestimated.

“Biden is seen as a bit of a goofball when he’s in public, even by some Democrats, but he has nowhere near the political baggage that even a healthy Hillary lugs around,” the journalist contended. “Biden has been indisputably loyal to Obama going on eight years and that plays well with the Democratic Party. Biden has a good heart and there’s little question he would be better than Obama and Clinton in terms of engaging Republicans across the aisle. Most importantly in terms of the election, those folks who can’t decide between the lesser of two evils in Trump and Hillary would have a great fallback candidate in Biden.”

Towle also suggested further changes to the ticket would defuse any Democrat anger about a white male suddenly becoming the nominee.

“I could see Biden dumping Tim Kaine as a running mate and replacing him with someone like Elizabeth Warren,” he said. “That would certainly take care of the female and LGBT vote.”

But it’s unclear Tim Kaine would go along with that.

Ex-governor of Ohio Ted Strickland inadvertently fueled speculation Kaine is going to step to the top of the Democratic Party ticket with his comments Monday at a campaign rally. While introducing Kaine, Strickland said Kaine is “ready to become the president” should it become necessary.

Kaine is also talking like he’s at the top of the ticket, repeatedly declaring at the rally, “I am not going to lose this one,” before remembering to mention his running mate.

However, if Clinton was to be replaced, Kaine would not automatically move to the head of the ticket. That decision would be up to the Democratic National Committee, which, according to journalist David Schuster, is showing “every indication” it will “vote to replace with Biden.”

Towle says that could spell disaster for Donald Trump and the Republicans.

“With Hillary still in the race, Trump has a great chance to make up ground in the debates,” he said. “Hillary’s reticence to do legit press conferences is a sure sign she doesn’t like taking tough questions, and in the debates, hopefully depending on who’s asking the questions, she would have no choice but to do so. I also believe a general wariness of Clinton’s health will work against her at the polls. But if Biden gets in the race, Trump is in real trouble.”
