Pat: I doubt the Founding Fathers intended the Constitution to set up a slush fund for states and territories that cannot manage their money – that is, spend more than they take in in taxes and fees. Then lay their mismanagement off on the rest of us.
Puerto Rico is in a financial jam, now comes knocking, looking to become a state – and bring its baggage of debt with it? Politicians in Illinois are now broke, deeply in debt with the credit wolf at their door?

Both should be told, "You spent it, you live with it." Tell Puerto Rico to resolve its problems, get clean and financially sober, and we'll talk about statehood. Tell the people of Illinois the Democrat politicians they elected and re-elected lied to them. They cheated themselves. The other 49 states are not responsible for their vote-buying binge spending.
So much of this is the intended disaster the progressives set upon us when they got the graduated personal income tax. The sky was the limit. They knew Congress couldn't control itself. The money addicts spent more, taxed more and borrowed without conscience.
