Even the notoriously anti-Israel United Nations is forced to admit the truth about Hamas’s barbaric rule in Gaza.

Hamas militants and police units in Gaza beat, maimed and publicly executed dozens of Palestinians during its war with Israel in acts amounting to war crimes, according to a United Nations report released Tuesday.

The UN Office of the High Commissioner for Human Rights documented hundreds of cases of extrajudicial punishment in the war-ravaged territory — often publicized during and afterward to instill fear in the populace.

“These cases involved executions, kneecapping, bone-breaking with metal pipes or cement bricks and beatings and were framed by the perpetrators as punishments for alleged collaboration with Israel, looting humanitarian aid, theft, drug-related offenses or affiliations with internal rivals,” the report stated.

According to the findings, investigators identified 249 cases of executions and severe physical violence between 2024 and early 2025. At least 108 people were killed and 384 injured. Hamas-affiliated forces were directly involved in at least 60 of those incidents, including two public executions of 11 men. Many of these horrors were carried out in front of children.

According to the report:

Killings and acts causing bodily and mental harm by Palestinian armed groups in Gaza (Paras. 34–40)

The Commission investigated incidents of summary and extrajudicial executions and severe physical violence inflicted on Palestinians in Gaza by armed militants affiliated with Hamas.

The Commission identified 249 individual cases of executions and severe physical violence perpetrated between August 2024 and January 2026, including maiming, resulting in at least 108 deaths and 384 injured. These cases involved executions, kneecapping, bone-breaking with metal pipes or cement bricks, and beatings, and were framed by the perpetrators as punishments for alleged collaboration with Israel, looting humanitarian aid, theft, drug-related offenses, or affiliations with internal rivals. Private information about many victims, including full names and addresses, was published online (doxing), exposing victims and their families to further violence, stigma, and social exclusion.

The Commission found that Hamas-affiliated forces were involved in at least 60 incidents, seven of which were investigated in depth.

Three key Hamas-affiliated forces were found responsible for these violent acts: the Izz al-Din al-Qassam Brigades (the military wing of Hamas), the Sahm Unit (a plain-clothed paramilitary force created in March 2024 by Gaza’s Ministry of the Interior), and the Rad’a Force (established on 26 June 2025 as a paramilitary police force targeting crime, alleged collaborators, and rival factions). In several cases, multiple Hamas forces acted together, and in one case other Palestinian armed groups, including Palestinian Islamic Jihad and the Mujahidin Brigades, were also involved.

At least six cases of extrajudicial punishment in 2025 were attributed to the Qassam Brigades, resulting in approximately nine executions and 20 injuries. At least 45 cases during 2024–2025 were attributed to the Sahm Unit, resulting in approximately 14 executions and 101 injuries. At least six cases during 2025–2026 were attributed to the Rad’a Force, resulting in approximately 12 executions and three injuries.

Statements published by a Sahm Unit-affiliated social media channel emphasized immediate, on-site punishments without due process. Statements released in June 2024 and November 2025 on Hamas-affiliated channels instructed medical practitioners to withhold medical care from victims. The Commission found these actions to be additional egregious violations affecting victims’ rights to a fair trial and to health.

The violent acts examined by the Commission caused both physical and mental harm, with significant long-term consequences, including lasting physical injuries, enduring family stigma, and social exclusion.

Yet despite documenting gruesome Hamas atrocities—including public executions, kneecappings, torture, and bone-breaking attacks against Palestinians—the U.N. commission still attempted to shift much of the blame back onto Israel.

According to the UN, “The report to the UN Human Rights Council concluded that the State of Israel is primarily responsible for actions of Israeli settlers in the West Bank, including East Jerusalem, while Hamas-affiliated forces are responsible for acts committed by Palestinian militants in Gaza.”

“Violence by settlers is the direct outcome of Israeli policies that support, enable and protect their actions, whereas Hamas-affiliated forces have exploited the vacuum created by relentless Israeli attacks and widespread destruction of Gaza,” said Srinivasan Muralidhar, Chair of the Commission. “What is alarmingly similar is the deliberate infliction of suffering on Palestinian civilians. While their origins and motivations differ, both operate within environments engineered by Israel.”

The conclusion is a remarkable attempt to soften Hamas’ responsibility even after the U.N. itself documented hundreds of cases of torture, extrajudicial punishment, and public executions carried out by Hamas militants and police forces.
